The Shell I voicing of A#7#9 stacks C##, G# and C# from the bottom up: the major 3rd, minor 7th and sharp 9th of the chord. It leaves out the root, A#, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for A#7#9 is Shell II.
