The Shell I voicing of B#13 stacks D##, A# and A from the bottom up: the major 3rd, minor 7th and 13th of the chord. It leaves out the root, B#, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for B#13 is Shell II.
