The Shell II voicing of C#7alt stacks B, E# and G## from the bottom up: the minor 7th, major 3rd and sharp 5th of the chord. It leaves out the root, C#, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for C#7alt is Shell I.
