The Shell II voicing of C#7b9 stacks B, D and E# from the bottom up: the minor 7th, flat 9th and major 3rd of the chord. It leaves out the root, C#, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for C#7b9 is Shell I.
