The Shell II voicing of D#7#5 stacks C#, F## and A## from the bottom up: the minor 7th, major 3rd and sharp 5th of the chord. It leaves out the root, D#, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for D#7#5 is Shell I.
