The Shell II voicing of D#7b9 stacks C#, E and F## from the bottom up: the minor 7th, flat 9th and major 3rd of the chord. It leaves out the root, D#, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for D#7b9 is Shell I.
