Fb Major 6/9, written Fb6/9, is built from Fb, Ab, Cb, Db and Gb: the root, major 3rd, 5th, 6th and 9th.
Its 3rd and 6th, Ab and Db, are its guide tones: they say what kind of chord it is, so voicings are built around them and the root is often left to the bass.
