The Shell I voicing of C7sus4 stacks F, Bb and D from the bottom up: the 4th, minor 7th and 9th of the chord. It leaves out the root, C, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for C7sus4 is Shell II.
