The bV over 7th and 3rd, 2nd Inversion voicing of C7b9 stacks Bb, E, Db, Gb and Bb from the bottom up: the minor 7th, major 3rd, flat 9th, flat 5th and minor 7th of the chord. It leaves out the root, C, for the left hand or the bass player to take.
