The bV over 3rd and 7th, 2nd Inversion voicing of Bb7b9 stacks D, Ab, Cb, Fb and Ab from the bottom up: the major 3rd, minor 7th, flat 9th, flat 5th and minor 7th of the chord. It leaves out the root, Bb, for the left hand or the bass player to take.
