The bV over 7th and 3rd voicing of C#7b9 stacks B, E#, G, B and D from the bottom up: the minor 7th, major 3rd, flat 5th, minor 7th and flat 9th of the chord. It leaves out the root, C#, for the left hand or the bass player to take.
