The bV over 7th and 3rd voicing of D#7b9 stacks C#, F##, A, C# and E from the bottom up: the minor 7th, major 3rd, flat 5th, minor 7th and flat 9th of the chord. It leaves out the root, D#, for the left hand or the bass player to take.
