The Shell I voicing of Ebm6 stacks Gb, C and F from the bottom up: the minor 3rd, 6th and 9th of the chord. It leaves out the root, Eb, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for Ebm6 is Shell II.
