The Shell II voicing of F#maj9 stacks E#, G# and A# from the bottom up: the major 7th, 9th and major 3rd of the chord. It leaves out the root, F#, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for F#maj9 is Shell I.
