The Shell II voicing of Gb9sus4 stacks Fb, Ab and Cb from the bottom up: the minor 7th, 9th and 4th of the chord. It leaves out the root, Gb, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for Gb9sus4 is Shell I.
