The Shell II voicing of Gb7#9 stacks Fb, A and Bb from the bottom up: the minor 7th, sharp 9th and major 3rd of the chord. It leaves out the root, Gb, for the left hand or the bass player to take.
It's one of the Rootless 3-Note Shells voicings: three-note rootless voicings: the 3rd and 7th with one more tone, played over the root. The other for Gb7#9 is Shell I.
