The II over 7th and 3rd, 1st Inversion voicing of D7#11 stacks C, F#, G#, B and E from the bottom up: the minor 7th, major 3rd, sharp 11th, 13th and 9th of the chord. It leaves out the root, D, for the left hand or the bass player to take.
