The II over 7th and 3rd, 1st Inversion voicing of Gb7#11 stacks Fb, Bb, C, Eb and Ab from the bottom up: the minor 7th, major 3rd, sharp 11th, 13th and 9th of the chord. It leaves out the root, Gb, for the left hand or the bass player to take.
