The II over 3rd and 7th voicing of Db7#11 stacks F, Cb, Eb, G and Bb from the bottom up: the major 3rd, minor 7th, 9th, sharp 11th and 13th of the chord. It leaves out the root, Db, for the left hand or the bass player to take.
