The II over 7th and 3rd voicing of Db7#11 stacks Cb, F, Eb, G and Bb from the bottom up: the minor 7th, major 3rd, 9th, sharp 11th and 13th of the chord. It leaves out the root, Db, for the left hand or the bass player to take.
