The II over 7th and 3rd, 2nd Inversion voicing of C7#11 stacks Bb, E, A, D and F# from the bottom up: the minor 7th, major 3rd, 13th, 9th and sharp 11th of the chord. It leaves out the root, C, for the left hand or the bass player to take.
