The II over 3rd and 7th, 2nd Inversion voicing of C7#11 stacks E, Bb, A, D and F# from the bottom up: the major 3rd, minor 7th, 13th, 9th and sharp 11th of the chord. It leaves out the root, C, for the left hand or the bass player to take.
