The II over 3rd and 7th, 1st Inversion voicing of Bb7#11 stacks D, Ab, E, G and C from the bottom up: the major 3rd, minor 7th, sharp 11th, 13th and 9th of the chord. It leaves out the root, Bb, for the left hand or the bass player to take.
