The II over 7th and 3rd voicing of Fb7#11 stacks Ebb, Ab, Gb, Bb and Db from the bottom up: the minor 7th, major 3rd, 9th, sharp 11th and 13th of the chord. It leaves out the root, Fb, for the left hand or the bass player to take.
