The II over 3rd and 7th, 2nd Inversion voicing of Fb7#11 stacks Ab, Ebb, Db, Gb and Bb from the bottom up: the major 3rd, minor 7th, 13th, 9th and sharp 11th of the chord. It leaves out the root, Fb, for the left hand or the bass player to take.
It's one of the Upper Structures voicings. The others for Fb7#11 are II over 3rd and 7th, II over 3rd and 7th, 1st Inversion, II over 7th and 3rd, II over 7th and 3rd, 1st Inversion and II over 7th and 3rd, 2nd Inversion.
