The II over 7th and 3rd, 1st Inversion voicing of Fb7#11 stacks Ebb, Ab, Bb, Db and Gb from the bottom up: the minor 7th, major 3rd, sharp 11th, 13th and 9th of the chord. It leaves out the root, Fb, for the left hand or the bass player to take.
