The II over 3rd and 7th, 2nd Inversion voicing of Gb7#11 stacks Bb, Fb, Eb, Ab and C from the bottom up: the major 3rd, minor 7th, 13th, 9th and sharp 11th of the chord. It leaves out the root, Gb, for the left hand or the bass player to take.
